First, you need to create a New Page. Give your page a title–the title is the link that appears in the navigation. Scroll down the screen until you see the Miscellaneous box like above. Make sure that the Show in Navigation Bar is checked. In the Navigation Forward URL box, put in the link to the page you want to link to.
